Each of Iowa's 99 counties had a flag. This was done a few years ago [about 2003], and they are all flown in a terrific arrangement at the state fair every August.

For any of the pictures of the county courthouse that showed flagpoles, only the US and Iowa state flags were displayed. I saw no county flags.

In a description of the flag of Dubuque County in the "Telegraph Herald", 6 January 2009, it is noted:
The Dubuque County flag actually was created in 1976, along with many other county flags, to celebrate the bicentennial of the United States of America." -
