Back in 2002, the Iowa State Association of Counties website hosted an account of each county’s history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

Archived copies of the pages about Mills County is still at*/ and*/ It is a ~2:3 plain light (white?) flag showing a large emblem on it. This emblem consists of a sketched outline of the county map and on it, along the upper hoist side the words "Mills County", set in large black serif capitals and a large depiction of a horse drawn plough with its handler, seen from front right, slightly shifted to the hoist, and drawn in black (?) line art.
