A short presentation of Milsinja can be found on the official municipal website (my translation):
The municipality of Milsinja existed during the Austrian Empire period, during the Kingdom of Yugoslavia and also during the time of Federative People's Republic of Yugoslavia until year 1955. At that time larger communities were formed, and Mislinja was included in the community of Slovenj Gradec. It reemerged in 1995. According to its area, it is one of the largest Slovenian municipalities with 112 sq. km. It has 11 inhabited settlements, 1,265 houses and 4,511 inhabitants.

The coat of arms and the flag of Mislinja are prescribed by decision Odlok o grbu in zastavi Občine Mislinja adopted on 26 November 1996, signed on 28 November 1996 and published on 13 December 1996 in the official Slovene gazette Uradni list Republike Slovenije, No. 71, with effect on 27 December 1996.
The flag is prescribed in proportions 1:2, for vertical hoisting only. Based on the elements of the coat of arms, the flag is vertically divided blue with a six-pointed star and green with an eight-leaved flower.
Stanič & Jakopič [j2s05] show the flag with proportions 2:5, which is supported by sources showing flags in such proportions, hoisted vertically (photo) or horizontally (photo).
While prescribed in proportions 1:2, the flag appears to be actually used in proportions 2:5, as it is the case for most municipal flags in Slovenia.

The coat of arms of Mislinja can be blazoned as "Per fess enarched fimbriated and bordure argent, azure a mullet
or, and vert a 'huitfoil' ".
Stanič & Jakopič [j2s05] show all the elements of the coat of arms bordered with a thin black line, while the star is further outlined with a thick black line. These lines are not present in their drawing of the flag.
