Some info about the flag. From:
The flag is divided into yellow and dark blue where the 'yellow' represents the earth and the agriculture-orientation of the Province, and the 'blue' represents the waters, as the Province is surrounded by then sea on three sides. The 'yellow' and the 'blue' meet in the middle to represent the meeting of the ocean and the land striving towards eternal prosperity. The leaf of the rice plant represents the city. The grains of the rice plant represents the solidarity and unity of the districts (Kun), while the fish represents the marine products of the Province. The symbol represents 'C' of 'Cholla', which stands for the abundant and progressiveness of the industrial aspect of the Province and 'N' for 'Namdo or South' and the (anchor) which stands for the waters and the marine development of the Province.
