On December 2, 2013 I saw this flag on RCN news channel where they interview the current Attorney General. The flag is on the right, a white horizontal background with a yellow/blue logo in the middle. I can't identify this flag and my best guess is that it may be the flag of the General Auditorship of the Republic, but when one looks closer to the logo, there are some differences which does not allow to conclude that the spotted flag is the same as de General Auditorship of the Republic.

There are currently a total of 57 Chambers of Commerce in Colombia, gathered in an organization called CONFECAMARAS (Confederación Colombiana de Cámaras de Comercio, Colombian Confederation of Chambers of Commerce). Their official website is at <www.confecamaras.org.co>.
Each Chamber of Commerce has its own official flag (following to the pattern of the Cámara de Comercio de Bogotá flag above) and its standard is individual according to the regulation by each Chamber of Commerce. For example - The standard of the Bogotá Chamber of Commerce is Bogotá flag colors with the chamber's logo in the middle.
The Chambers of Commerce are regulated by the Superintendencia de Industria y Comercio, Superintendency of Industry and Commerce (<www.sic.gov.co>)
The Chambers of Commerce are in charge of the registration of all commercial traders, companies, and business in their jurisdiction in order to serve as database for tax collection, as well as advisory on  establishing new companies, funding, training, keeping up to date on commercial new legislation, organizing commercial and trade fairs for various sectors, among other important tasks.

CAPROVIMPO (Caja Promotora de Vivienda Militar y de Policía, Military and Police Housing Promoting Bank in English) is a financial government institution in charge of promoting housing for its members (active and retired military and police personnel). It was established in 1947.

The flag is a horizontal flag, split into four, having the colors red on the top left (Army), blue on the top right (Navy), light blue on the bottom left (Air Force) and Green on the bottom right (Police). In the middle it has the Coat of Arms

Comisión Colombiana del Océano (Oceanic Colombian Commission)

The Comisión Colombiana del Océano (Oceanic Colombian Commission) is a government agency in charge of the Oceanographic Policy of the country as well as its scientific and technical derivative study areas, with the purpose of integrating the national maritime community into the international cooperation programs of this field. The CCO was created by Decre No. 763 of 1969.

The flag is a navy blue horizontal background, with the CCO's logo, seen on the right of this banner) and bordering the logo is a grey fringe with blue capital letters with the name of the commission, starting from the top of the fringe, in the middle, reading (clockwise from top to bottom) COMISIÓN COLOMBIANA DEL OCEANO.

Contraloría General de la República (Comptroller General of the Republic)

This Colombian governmental flag is very similar to the flag of the Procuraduría General de la Nación. It has the same ratio, and same white background. This government organization is in charge of keeping accounting records as control over public expenditures. The main building for this government organization is located in Bogota, but it has branch offices in all the 32 Departments and also in the main cities.

Contaduría General de la Nación (Nation's General Accounting)

The CGN (Contaduría General de la Nación) (Nation's General Accounting) purpose is to improve the quality of accounting information, having products and services to enhance better finance management for the administrative authorities, modernizing the processes of gathering data, also incorporating international fiscal standards fro transparency pruposes and promoting participation of all economic actors.

The CGN has its roots in the first political Consitution of Colombia, in 1821, which created the Secretaría de Hacienda (Secretary of Treasury), today the Ministry of Finance), and particularly by the Law of October 8, 821, which established the functions of the Contaduría General de Hacienda (Treasury's General Accounting) and ended in the more proper Law 36 of 1918 which reorganized the Corte de Cuentas (Accounts Court) and set the rules for the demise of both organizations.

The functions of the current CGN were for many decades carried out by the Comptroller General of the Republic until the new Constitution of 1991, which in its Article 354 established the creation of the post of Contador General de la Nación (Nation's General Accountant).

CNE - Consejo Nacional Electoral (National Electoral Council)

The CNE is in charge of all matters related to the election process in Colombia.
I just saw on RCN tv news the flag of the CNE (Consejo Nacional Electoral, National Election Council). The flag is the CNE logo on the middle surrounded by a green circular fringe, on a white rectangular background.

This is the flag of a Colombian government organization named Defensoría del Pueblo, which is the equivalent to the European Ombudsman. The flag should be a plain white background with the Emblem on the middle.

The flag DIAN (Dirección de Impuestos y Aduanas Nacionales, or National Tariffs and Taxes Directorate). The DIAN has the category of a Unidad Administrativa Especial (Special Administrative Unit), same status as Aeorcivil. The DIAN was formed by the merger of the DAN (Dirección de Aduanas Nacionales, National Tariffs Directorate) and the DIN (Dirección de Impuestos Nacionales, National Taxes Directorate), on June 1, 1993, when Decree No. 2117 of 1992 entered into force.  The DIAN is in charge of the administration and control of of national taxes and tariffs.

Dirección General de Prevención y Atención de Desastres - DGPAD

The DGPAD (Dirección General de Prevención y Atención de Desastres) (General Directorate of Prevention and Attention of Disasters) evolved from the DPAD (Dirección de Prevención y Atención de Desastres) (Disaster Prevention and Attention Directorate) which was established by Decree No. 919 of 1989. Its predecessor was the ONPAD (Oficina Nacional para la Prevención y Atención de Desastres) (National Office for the Prevention and Attention of Disasters) which in turn was established by Decree No. 46 of 1988.
The main background for this organization, were the three rather consecutive disasters the country suffered: Tsunami in Tumaco (1979), and earthquake in Popayán (1983) and the mudslide of the Armero Volcano (1985)
Thus by Decree No. 46 of 1988 the SINPAD (Sistema Nacional para la Prevención y Atención de Desastres) (National System for the Prevention and Attention of Disasters) was created, as an integrated framework of cooperation between National, Regional and Local committies that work toghether in order to face any disaster situation.
At the beggining, the ONPAD was an organization under the Ministry of Interior), and later it was declared UAE (Unidad Administrativa Especial) (Special Administrative Unit), like the Aerocivil, thus being called the UAEPAD (Unidad Administrativa Especial para la Prevención y Atención de Desastres), by Decree No. 0372 of February 26, 1996. Then by Decree No. 2546 of December 23, 1999 it is changed into its current name, DGPAD.

"Mediante resolución Ministerial No. 3991 del 6 de septiembre de 1965, sen adoptó la bandera de la Dirección General de Prisiones, con las siguientes características:
La bandera estará compuesta por los colores blanco, rojo y negro, distribuidos en tres franjas horizontales de iguales dimensiones, de las cuales el blanco ocupará la superior, el rojo la central y el negro la inferior. El color blanco significará la purificación del individuo por la pena. El color rojo, tenido como expresión del amor a la libertad, recordará que aquella se conquista por la acción del trabajo. El color negro evocará la austeridad  e indicará que el perfeccionamiento del hombre y su superación se logran con base en el esfuerzo y constante disciplina.
La bandera del servicio de Prisiones que se ice en Pabellones, deberá tener tres (3) metros de largo por dos (2) de ancho.
La bandera de Prisiones para desfiles tendrá un metro con treinta y cinco (1.35) centímetros de largo, por un metro con diez (1.10) centímetros de ancho. La bandera de desfiles llevará en el centro un escudo que adopte como distintivo la Dirección General de Prisiones.
La bandera estará confeccionada en seda suelta e irá sujeta al asta por medio de un dobladillo o jareta amplia, hecho con la misma tela."

Flags of the General Prision Direction in Colombia (Dirección General de Prisiones, known by their previous acronym: INPEC). The flag for flying is 2 m. width by 3 m. long, and the ceremonial flag is 1.10 m. width by 1.35 m. long, with the emblem in the center. In the emblem, in the left side of the book (dexter) is the following cite:   "Con el estudio, el trabajo y la disciplina romperás las cadenas del cautiverio, porque el estudio eleva, el trabajo redime y la disciplina libera". and around the legend says: "Ministerio de Justicia y del Derecho - Instituto Nacional Penitenciario y Carcelario"   I don't know if this has changed, since now the Ministry of Justice has merged with the Ministry of Interior, and INPEC official name is Dirección Nacional de Prisiones.

INPEC stands for "Instituto Nacional Penitenciario y Carcelario". It changed its name on5th of November, 2004. However the abbreviation still stands even though the name changed because people are more familair with it.
It is not a police force. They are allowed to wear uniforms, use weapons and have custody of all prisons but they are not an organizational part of the Colombian Police, they are under the the Minister of Interior and Justice.

It might be the flag of one of the jails administered by the INPEC, called "Bellavista". DNE - Dirección Nacional de Estupefacientes (Narcotics National Directorate)

On March 10 a news broadcast by local news channel RCN showed the flag of the DNE (Dirección Nacional de Estupefacientes) (Narcotics National Directorate).
The DNE was established as a UAE (Unidad Administrativa Especial) (Special Administrative Unit) on February 27, 1990, as an organization serving the Ministry of Justice.

Its main purpose is to advise, coordinate and execute the Government's policies focused on lowering illegal narcotics production, traficking and consumption.

During a news broadcast by tv news broadcast , the new flag of Ecopetrol is seen. There is picture with a plain horizontal flag with the company new logo, a lizzard: http://en.wikipedia.org/wiki/File:Ecopetrol_logo.svg
The company was established as Troco (Tropical Oil Company) in 1921 and then in 1951 it evolved into what is known today as Ecopetrol S.A., the biggest state-owned company in the country.

Federación Nacional de Departamentos (FND - National Federation of Departments)

The FND (Federación Nacional de Departamentos, National Federation of Departments) is the organization that encompasses all 32 Departments of Colombia, with the purpose of Territorial Autonomy as a strategy for national development thrught the wealth of all the regions, promoting coordinated descentralized policies.
It was established in 1994 during the VIII Cumbre General de Mandatarios Seccionales (General Summit of Sectional Leaders) held in Popayán.

The flag is the logo on a blue horizontal flag with the inscription below that reads "FEDERACIÓN NACIONAL" De and on the next line below  "DEPARTMANTOS", all in white capital letters. The logo features all the 32 Departments' flags (pretty much like this image) in the shape of the Colombian territory.

FENACON - Federación Nacional de Concejos (Councils' National Federation)

The flag of FENACON (Federación Nacional de Concejos), or Councils' National Federation. "Council" is the Legislative Branch of government in a Municipality in Colombia, and the Federation is the gathering of the councilmen of (so far) 623 Municipalities' Councils. Image is baed on photo taken from the official website of the Colombian Ministry of National Defense. In the photo there is the Colombian Defens Minister Juan Manuel Santos as he appears in front of the Colombian flag (left) and the FENACON flag (right), togheter with FENACON's current President Mauricio Tobón, who is also the President of Medellín's Council.

Fiscalía General de la Nación (Nation's General Attorney)

The flag of the Fiscalía General de la Nación (nation's General Attorney). Official website at <www.fiscalia.gov.co>.
The purpose of the "Fiscalía" (as it is widely known locally) is to investigate crimes and qualify the judicial processes before judges and tribunals.
The logo, a puzzle piece, is oficially called "Pieza clave" (it could be translated as "smoking gun", or main proof) and it was created in 1996 (see <www.fiscalia.gov.co/entidad.html#logo>. The image is based on the actual Fiscalía flag taken form the official website.

The emblem of the Fiscalía General de la Nación (Nation's General Attorney) was designed by Góndola company in 1996, as reported by the Colombian magazine ProyectoDiseño.   This magazine is the most important magazine in the Country for Design and Architecture.  
The Fiscalia was established by the Colombian Constitution of 1991 and began operating on 1 July 1992.

FONADE - Fondo Financiero de Proyectos de Desarrollo (Financial Fund for Development Projects)

There is a Colombian government company called FONADE (Fondo Financiero de Proyectos de Desarrollo- Financial Fund for Development Projects). It depends on the DNP (Departamento Nacional de Planeación, or Nationa Planning Department). The DNP stands at the same administrative level as DAS for being an Administrative Department within the Government. The DNP is in charge of the strategic economic and social planning of the country, as well as the management of the sources and resources to execute such projects nationwide. The FONADE has the main task of managing development projects in the early stages, supporting the project through financig, advisory, administrative research projects, grants credits, as well as supports for scientific, technological and environmental activities within a specific project. It is mostly a development agency. Fondo Nacional del Ahorro - FNA (Savings National Fund)

The FNA (Fondo Nacional del Ahorro) (Savings National Fund) was established through Extraordinary Decree No. 3118 of 1968 to manage the severance pay of public employees. By Law 432 of 1998 it was transformed into a state-owned company.

On June 8 in a local newspaper edited by the FNA (Fondo Nacional del Ahorro, Savings National Fund) its flag can bee seen in a picture during a conference by its current President.
This newspaper, called "El Ahorrador" ("The thrifty", or "thrifty person") is owned by the FNA and it is a news bulletin distributed among all government dependencies nationwide. The online editions of the newspaper (established in 20011) can be found here:
The FNA is a government entity established by Extraordinary Decree No. 3118 of 1968 to administer public employees' layover/vacancy funds, and through Law 432 of 1998, its scope of action was broadened to also receive and manage also private layover/vacancy funds.

The current FNA flag has been most likely adopted between 2010 and 2011 dating from the previously mentioned former logo flags, which date from 2010, and their online newspaper, which was established in 2011 and already shows the new logo (and thus the new flag).

Hospital Meissen

The Hospital Meissen (full name E.S.E. Hospital Meissen), Meissen Hospital (E.S.E. stands for Empresa Social del Estado, Social State Company), was established (according to the website 43 years ago, which in 2012 means that it was created in 1969) as a Kindergarden. Then by Agreement No. 17, 1997 was established as Hospital Meissen Level II, by the Council of Bogotá. Thus, the hospital is currently public property, operated by the city authorities of Bogotá.

The ICBF (Instituto Colombiano de Bienestar Familiar, Colombian Institute of Family Welfare in English) is a government organization that depends on the Ministerio de Protección Social (Social Protection Ministry). It was established in 1968 as a response to issues such as malnutrition, family disintegration, and childhood care. It is present in each of the 32 Department Capitals of the country.

The flag is the logo on a rectangular flag. The flag has three horizontal stripes, the top and bottom stripes are green occupying 25% of the total space each, while the central stripe is white, occupying 50% of the available space. I spotted the War Flag flag of the Instituto de Casas Fiscales del Ejercito de Colombia (Fiscal Houses Institute of the Colombian Army) (official abbreviation ICFE) here.
It is the Colombian tricolor with the CoA and below the words INSTITUTO CASAS FISCALES in yellow.

IEMP - Instituto de Estudios del Ministerio Público (Public Ministry Studies Institute)

The IEMP (Instituto de Estudios del Ministerio Público) (Public Ministry Studies Institute) was established by Article 22 of Law 201 of 1995. It is a UAE (Unidad Administrativa Especial) (Special Administrative Unit), like the Aerocivil. It is the academic UAE of the Prcuraduría and it serves the purposes of training in legal, techincal and human source affairs, as well as conducting and supporting scientific, economic, historical and political-focused investigations carried by the Public Ministry (referring to all public officials).

INVIAS - Instituto Nacional de Vías (National institute of Roads)

"Instituto Nacional de Vías" (INVÍAS, National Institute of Roads) is a government agency in charge of the building, improvement and management of the national road infrastructure in Colombia. Founded in 1994, INVÍAS had its statutes last modified on 27 July 2000 (Decree No. 018).
The flag of INVÍAS, as shown graphically and described on the website of the agency, is orange with a winding white stripe in the middle. The flag was designed by Yesidh Albenio Rodriguez Romero.
On a previous version of the INVÍAS website, the flag was shown with a orange dashed line in the middle of the "road" (see below).

INVIMA - Instituto Nacional de Vigilancia de Medicamentos y Alimentos (National Institute of Medication and Food Surveilance) is the Colombian equivalent to the American FDA. It was established by Law 100 of December 23, 1993.
It is a government organization which dependes on the Ministerio de Proteccion Social (Social Protection Ministry).
The flag is horizontally divided into two equal stripes, the top green, and the bottom white, with the Coat of Arms on the middle.

Two days ago in recent news seen on RCN ( http://www.canalrcnmsn.com/ ) news channel, the currenf Director of the INVIMA is seen with the INVIMA flag displayed on the background. The text in the inner white circle reads in bold capital black letters: MINISTERIO DE LA PROTECCIÓN SOCIAL, and on the bottom it reads Instituto Nacional de Vigilancia de Medicamentos y Alimentos, as seen on this official document (top right): web.invima.gov.co

Procuraduría General de la Nación (Advocate General of the Nation)

The Procuraduría General de la Nación represents the citizens before the State. It currently has around 3,400 employees and its mission is to oversee the proceedures of the State, abiding by the laws and the functions it has according to the 1991 Political Constitution. Its main three goals are: 1. Preventive function: this goal is directed towards "alerting" instead of "punishing", watching over government employees. 2. Intervention function: this is oriented towards defending the rights on behalf of any Colombian authority (religious, military, governmental, judiciary, police, civil, agricultural or any other kind). 3. Disciplinary function: this goal is focused on the sanctions carried out by violations of one or multiple individuals who, in office, have carried out improper activities as government officials.
The flag is the logo with the Colombian Coat of Arms (without the motto) on white background.

Registraduría Nacional del Estado Civil (Civil State National Registry)

This is the flag of Registraduría Nacional del Estado Civil (Civil State National Registry). Official website at <www.registraduria.gov.co>. This government body is in charge of registring all civilians, give them their ID's, pass laws regardig these subjects to Congress, classify and file these information, and also manage the Consejo Nacional Electoral (National Election Council, abbreviated CNE, official website at <www.cne.gov.co>). At the same time the CNE is in charge of all matters related to the election process in Colombia. The flag of the Registraduría (as it is commonly known), is a green over white flag (internal ratio 1:1) , pretty much like the flag of the Department of La Guajira, but the shade of green resembles more that of the flag of the Department of Antioquia, plus the Coat of Arms on the center.

On August 6, 2008, in a news broadcast by local channel RCN  an additional flag of the Civil State National Registry was seen. The flag is the same as the one reported previously, the only difference being that this variant has the name of the government organization below the CoA, as "REGISTRADURIA" on black capital letters, and in smaller capital letters "NACIONAL DEL ESTADO CIVIL" in black as well.

There is one more difference, namely that the order of stripes. Flag reported previously is green over white, but flag on attached picture seems to be white over green.

SENA - Servicio Nacional de Aprendizaje (National Service of Education)

The SENA flag is the logo on white background. The logo is composed of a cogwill (which symbolizes the industry as an economic sector, a caduceus, which stands for commerce and the coffe grain, which represents the primary or agricultural sector). The SENA is an institution which focuses on the development of professional education programs with the aim of achieving social development in Colombia and to promote employment through alliances with companies.
The SENA was established by Decree No. 118 of June 21, 1957, during the government of the Military Junta of General Gustavo Rojas Pinilla and currently has branches in all the 32 Departments of Colombia.

Seguro (Social inssurance) refers surely to a social services from the state, like health and pensions. Seems that this hospital is collaborating with the department of Social inssurance of Colombia

The Instituto del Seguro Social is a governmental organization for health care and pension.  There are also some private organizations but this one is public.  I don't recall having seen an actual flag, but I cannot deny it either.

Yesterday I saw an alternate flag of Aeronáutica Civil. The flag has the same color structure, the only difference being that around the logo it reads in golden capital letters REPÚBLICA DE COLOMBIA and below it reads in golden capital letters AERONÁUTICA CIVIL.
